Description
The United States Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis (IAW FAR 13.106-1) with LabVantage Solutions Inc., 265 Davidson Ave STE 220, Somerset NJ 08873, as the only responsible source that can provide the required Laboratory Information Management System (LIMS). This acquisition is being conducted under the FAR 13.1 Simplified Acquisition Procedures. Provisions and clauses in effect through Federal Acquisition Circular 2019-03 are incorporated.

Walter Reed Army Institute of Research (WRAIR) has a need for Laboratory Information Management System with and without a network connection. Only LabVantage can provide the LIMS and associated modules that can meet the Government's specifications/requirements.


No other vendor is capable of providing pre-validated software that requires minimal adjustments and configurations. The proposed vendor is also the only one capable of providing an environmental monitoring module with integrated maps, which is an FDA regulation. The capability to comply with this FDA regulation is crucial for the Pilot Bioproduction Facility (PBF) to complete its mission. Additionally, the PBF is required to have maps and sampling locations in the clean core for monitoring of environmental cleanliness. This is a FDA requirement for the manufacturing of vaccine products. This allows the use of tablets in lieu of paper maps and streamlines the plate sampling and incubation process through the use of barcodes in accordance with the maps. On average, the pre-validation period can take between six (6) and 12 months. Therefore, awarding to any other vendor would cause a substantial increase in time, thus increasing cost for the required pre-validation and configuration requirement. Additionally, no other vendor is capable of providing these capabilities for the multidrug-resistant organism repository and surveillance network (MRSN), including the biobanking module which is required for a LIMS for the MRSN. The MRSN's laboratories are required to be College of American Pathologists (CAP) accredited.


This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 511210 with a Small Business Size Standard of $38,500,000.00. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.


Based on the above information, the only technically acceptable Laboratory Information Management System with and without a network connection can be provided by LabVantage.
