AFLCMC/ HNAK intends to award a sole source contract for the operations, sustainment, and support of the Battlefield Airborne Communications Node (BACN) system. Northrop Grumman will operate and maintain the Payloads and Payload Control Elements (PCEs) contained in or connected to the BACN System for the entire BACN fleet. The operations and support is expected to begin January 2021 and may continue through January 2026 under an Indefinite Delivery Indefinite Quantity contract. The contract includes payload operations and maintenance, system integration, and capabilities development. Work will take place both at CONUS and OCONUS locations.

This is not a Request for Proposal (RFP) or Invitation for Bid (IFB). The Air Force will not reimburse any interested party for any response to this posting. Responses received will be treated as information only, not as a proposal. A sole source procurement un 10 U.S.C 2304(c)(1) is approved and the Justification and Approval for this action will be published prior to award. An AFLCMC Ombudsman has been appointed to facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman, concerned parties should first address their concerns, issues, disagreements, and/ or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included into this acquisition's solicitation and contract.
